To change an outside temperature sensor, first, locate the sensor, which is typically mounted on the exterior of the vehicle or building. Disconnect the wiring harness by gently pulling it apart. Remove any screws or clips securing the sensor in place, then carefully take it out. Install the new sensor by reversing the process: secure it with screws or clips, reconnect the wiring harness, and ensure it is properly positioned.

sounds like your outside temp sensor is internally open, you will have to replace the sensor, its location depends on the model and year of your car, also the ac works in with the outside temp, if your sensor is faulty then the ac will not function properly,
