The speed controls are programmed into the engine ECM. If it's not your truck to do this with, the ECM is probably password protected.

yes you can or at least as far as i have been told and read. all you need is a new steering wheel with audio controls Ive priced them at the dealer for about $150 and worst case scenario is that you have to replace the clock spring under the steering wheel but the truck should already be wired for it.
There is usually a dataplate on either the valve cover or on the side of the block. If it's missing or unreadable, you can call any International truck dealer with the last 8 digits of the VIN (assuming it is the original engine), and they can give you the engine serial number.
