Because a battery cable is basically a large gauge/diameter length of wire with connectors on each end, a bad one is going to show its problems - look for corrosion on the connectors - even just a 'glazing-over' of the metals.
Use a wire brush to ensure good electrical connection at the battery and engine block (negative), and starter or wherever the other end connects to.
I'm sure you can put a voltmeter on the cable and check for excessive resistance and more sophisticated diagnostics, but if in doubt, I just replace any suspect cable.
