The horn is honking because the lower bearing in your steering column and the contacts are touching when you turn the wheel. It will need to be taken apart but unfortunatly thet bearing and race is no longer available from VW. Get a good mechanic and he will find somthing that will work.

If the horn on your 2005 Volvo S40 keeps honking, it may be due to a stuck horn relay, a faulty horn switch, or a short circuit in the wiring. Additionally, moisture or corrosion in the horn circuit can cause it to malfunction. Checking the fuse and inspecting the horn mechanism for any obstructions or damage can help identify the problem. If the issue persists, consulting a professional mechanic is advisable.
There is an overcurrent situation in the circuit, could be a wire shorted to ground.

Check or replace the socket
Seems to be pretty logical, doesn't it?
most 1995 jettas had that problem, the lock will eventually fall through the door and you will have to get it replaced.
