SOMETIMES poor maintenance can contribute to sticking lifters. If you suspect that as the cause, try flushing the crankcase with a good additive for removing sludge. It probably won't help, but it's worth a try, just in case that's all that's wrong.
If THAT doesn't help, you'll need new lifters and I wouldn't bother putting new lifters in without replacing the camshaft.
Hydraulic lifters are self adjusting, so you won't get any benefit from attempting to adjust your valves.

These engines are notorious for it. There's no harm in the lifter tick itself. It just sounds bad. The fix permanently, replace the lifters. There's a special tool (find it on eBay for cheap) which makes this an easy job.
You can't fix a bad lifter, replace the bad lifter with a new one.

If a lifter is worn out you are not going to fix it, you will want to replace it with a new one.
If a lifter is stuck in the lifter bore and won't move, it has probably ruined the cam. The procedure would be to install a new cam and lifters.
I guess that you are talking about a hydraulic lifter for an auto engine. There is no repair for these. They can be converted to "solid" lifters or used as paper weights.
You will have to determine the source of the noise before you can fix it.
First,make sure you have the proper amount of oil pressure.If it does not have enough,the lifters will make noise and at the same time you will get bearing damage among other nasty things.If the oil pressure is good then you probably need to replace the lifters.
Try to locate the ticking noise. Is it the engine? Is it ticking when you are driving? When you are sitting still? It could be as simple as a stone stuck in yoru tire, everytime it hits the road it ticks. it could be a lifter in the engine. Try to be more specific as to where and when the ticking happens.
