Disconnect line coming out of Power Steering reservoir and run it to a small bucket, this will likely require a connector and some extra hose/tubing. Turn on the car and let all the fluid run into the bucket. Add new fluid to the reservoir to flush the system. Once the new fluid has run through close it up and be sure to bleed it of any extra air.
Before changing the power steering pump on a 2001 Honda Civic drain all the fluid in the system. The pump is located in the front of the engine. Remove the belt first than the pump. Unplug all hoses that travel to it and replace the unit. Once replaced flush the power steering system.

You should not flush 1995 Honda Accord transmission fluid. Transmission fluid should be taken to the appropriate dumping site and disposed of there.

You will screw your steering system. You need to flush steering system ASAP. And of course do not drive with engine oil in steering.

Airpocket(s) in the cooling system. Did you flush your radiator recently? If you didn't then it might be cracked, and letting air in, or the fluid might be low.

It takes special eqipment to flush the PS fluid. Get a turkey baster and suck all the fluid out of the PS reservoir and refill it. Do this several times and you will have effectively changed the fluid.
