You need to remove the entire Power Steering pump.
There are two bolts holding it on at the 12 and 6 o'clock position.
Remove these via the holes in the power steering pump pulley.
(no need to remove the pulley)
Push the pump to the side and you then have access to the water pump bolt.

That requires the use of a power steering pulley PULLER. ( A special tool ) The pulley is pressed on.
You have to remove the pulley first and you need a power steering pulley puller to do it. You can get one from Napa for usually about $40. There are bolts behind the pulley that hold the pump to the mounting bracket.
Are you sure that bolt has to come out to change water pump? That bolt should be one of three that hold the p/s pump to the bracket. Those bolts are removed by removing the p/s pulley first. That requires a special puller to r & r the p/s pulley.
This requires a power steering pulley puller. This puller is designed to remove and install a power steering pulley without damage to the pulley and or pump. Attempting to do this without the puller will result in damaging the pulley or the pump or both.
You have to have a puller that fits on the groove just behind the front edge of the pulley.

You need to rent, borrow or purchase a power steering pulley puller. This tool will remove and replace the pulley without damage to the pulley or the pump.
remove the serpentine belt first by applying reverse pressure on the tensioner pulley which in between the ac unit and alternator,then behind and above the power steering pump is a bolt that has a bracket behind the pump connected to the engine block and driverside manifold,then you have 3 bolts behind the pulley on the pump it also may be necessary to remove the pulley but you need a special tool that is available at the parts store,then disconnect the 2 lines on the back of the pump,

To remove that pulley with out damaging the pump or the pulley you need a power steering pulley puller. This tool will also install the pulley. Your local auto parts store can rent or sell you that puller.
