It is there indeed ya should notice it has a release on it that lets the fuse panel to drop down u may need a good flashlight for this. Take the access cover off an reach under the dash and release the clip system that lets it down. Easy easy easy

On a 1995 Mercury Mystique : If it is the same as the 1996 model , the fuel pump shut off switch ( inertia switch ) is located in the drivers footwell behind the kick panel ( there is an access hole ) * the kick panel is the interior trim panel , in front of the front doors , by the persons feet
under the left side of the dash , there is a release button to push to open it

We just changed one on a 1995 Mercury Mystique 4/95. It was located on the transmittion. They tell us there are 2 for this model, other one is supposed to be located in Instrument panel but we couldn't find it.
The fuel pump fuse for a 1998 Mercury Mystique is located in the main fuse panel near the hood release. It prevents the fuel circuit from being overloading and damaging the pump.
