Remove it and try to blow through it.
It is more likely carbonized over and stopped up.
To check this you have to cause it to open by electrical or mechanical means.
Usually only the vacuum controlled ones can be mechanically opened.
If the egr valve was stuck open, the engine wouldn't idle. If the egr valve was stuck closed you may hear excessive pinging (spark knock) and in most vehicles, the check engine light would illuminate.
If it's stuck in the completely open position, it can.
If the egr valve is stuck OPEN - the Engine will run Very rough & idle bad - or not idle @ all-if the egr valve is starting 2 stick IT WILL TURN ON THE CHECK engine light-Sometimes U can take the valve off & clean them with a GOOD carb cleaner.

I would look into a stuck open, or jammed Egr Valve.
A code 37 on a Jaguar XJ6 means either your EGR solenoid or EGR valve is bad. Most of the time the valve is simply stuck open and it is a very easy fix.

Check the EGR valve. It sounds like your EGR valve is staying open. An EGR valve that is open at idle will cause a car to stall. An EGR should be closed at idle and open when you are driving around.
