You can't unless you remove all the wiring and put in a switch and wire that to the them.
Here in Canada, our Neons run with fog lights only as day driving lights. As soon as you insert the key in the ignition, they come on. I guess the light wiring isn't the same as USA's Neons.
All you have to do is put the PARK BREAK on 1 click. Day time running lights will shut off with the park break applied. Keep in mind, if it is a real good park break you may be driving with it slightly on.
