This issue is likely the failure of the lower pinion bearing in the GTP. This is a common failure in the 1997 due to a Chinese-made bearing that had improperly-crimped retainers, causing the balls to spill out of the bearing into the dust-cap at the bottom of your pinion. Seems to be a common problem after a tow. Check with your dealer to see if a recall for your specific vehicle is in effect (many were recalled). The part itself is very inexpensive (RockAuto charges less than $10 for it). Changing the bearing itself is also not extremely difficult (probably less effort than replacing the Rack & Pinion itself), and it is possible to do so without removing anything else (though it does require some flexibility and "engineering" skill). The dust-cap can be tapped off for inspection (it's at the bottom of the rack & pinion where the steering shaft connects). If there are bearings in the grease that has dripped into the cap, you have found your issue. One nut holds the bearing to the pinion, and a large snap-ring (which may also be damaged and a bit of a challenge to find (30mm)) must be removed. The outer part of the bearing will be somewhat difficult to remove. Snap-on makes a tool specifically for the job, however it requires the balls to have not fallen out, which in my case made it unusable. In my case, I custom-ground a two-legged puller out of a cheap 3-jaw pilot-bearing puller, ground down the ends to fit, and used it to pry out the outer part of the bearing. Replacement is much easier.
