First remove the top back cover (Where the started rope passes through) that should be secured with 2 - 5/16" hex head bolts. Once this is removed there is a hole on the left that you can look down and see the spark plug. Second remove the bottom panel which is also secured with 2 - 5/16" hex head bolts. With this cover off you can reach in and remove the spark plug wire. From the top remove the spark plug. When you put the bottom cover back on put the choke lever in the middle position. This will make it easier to line up as it will need to pass through the cover. Hope that helps. Frager

To replace the belts on a Toro 521 snowblower, first, disconnect the spark plug wire for safety. Remove the plastic cover or housing to access the belts, typically secured with screws or clips. Carefully remove the old belts, noting their routing, and install the new belts in the same configuration. Finally, reassemble the cover, reconnect the spark plug wire, and test the snowblower to ensure proper operation.
