what is a temporary oil plug? im doing an oil change and there is a temporary oil plug.

It is hard to say without seeing what kind of plug was used. If it is a rubber plug, there was a tool that came with it to install and remove that plug. Perhaps someone put that tool in the glove compartment or elsewhere in the car. If it has a hex head on it, just use the proper size wrench and turn it out CCW.

It should also be noted that a temporary oil plug is just that. They are not meant to be reused. Buy a proper replacement before removing the temporary one and install it when possible, at your next oilchange usually.
