The governor is behind a cover on the side of the tranny, the cover is held in by 4 bolts, undo the bolts ,take the cover off, then turn the governor counter clock wize as you pull it out.

For a shop to do it I would expect 5-800 dollars, buying a used transmission is most times cheaper. Used trans about 400-550$ To do it yourself around 250-300 depending on where you buy the kit. I am assuming you want to replace all of the synchro's at the same time, that's not something you want to do more than once.
