Just doing it on my '99 and it's a little painful. You need a 10mm socket, a Philips #2 screwdriver and small hands. Don't pry the light assembly off the bumper though, you'll break the plastic tabs and have to glue it back on.
For the front bumper, you take off the screws and bolts that hold the flexible panel under the car and inside the wheel well. You can then get your hand into the gap, grab the bulb holder, twist it and remove it from the housing.
For the rear bumper, you need to remove the mud-flap with an Allen key (hex wrench), screws that hold the flexible panel inside the wheel well and can then pry the bumper off enough to get your hand into the gap. Grab the bulb holder, twist it and remove it from the housing.
