the 2002 Kia Sportage is fuel injected, it has no fuel float or a carburetor . Now if your referring to the gas tank float ,it is accessed thru passenger rear seat. swing it up and out of the way, you will see a carpet section that will peel up allowing you to see the metal plate. undo the plate and the gas tank access is there. Undo fuel pump electrical connections, undo screws to plate and the fuel pump and gas indicator float will come out. Make sure you do this with battery disconnected and in a well ventilated area. No not in a closed up garage with a gas water heater ! Fumes from gasoline will ignite.

The fuel pump is located in the gas tank. You have to remove the fuel tank from the vehicle. The fuel pump is attached to the fuel gauge float assembly. I am not certain on that particular year but some of the fuel pumps themselves can be removed and replaced and on others you have to replace the entire float/pump assembly.

If you are talking about the fuel gauge moving on its own or when the vehicle comes to a stops this is controlled by the fuel level sensor it consists of a float, a wire float arm, and a ceramic resistor card. The position of the float arm indicates the fuel level. The fuel level sensor contains a variable resistor which changes resistance in correspondence with the amount of fuel in the fuel tank.
