You have to pull the instrument panel to change any instrument bulb, but the panel comes out pretty easy.

1. Adjust the steering wheel as low as possible to keep it out of the way.

2 Unscrew the two screws at the top of the instrument panel bezel.

3 Pull the bezel straight out, It has a couple of lower clips, but they will pop out.

4. Unscrew the 4 screws that hold the instrument panel in place, 2 on lower edge and 2 on upper edge.

5. Pull the Instrument panel cluster straight out, carefully. As you get it out a bit you can reach the several ribbon connectors in the back, mine has 3. Disconnect those connectors and the panel lifts out.

6. The bulbs are in the back, and there are lots of them, one for each warning light, etc. Pull the bulbs and check them, or maybe you already know what's lighting up and what isn't. Replace bad bulbs.

7. Reassemble in opposite order.
