Take the rear tire off. Make sure the emergency brake is OFF then just pull the drum off. It may need a couple hits with a hammer to come loose. Drums just slip off. Take the rear tire off. This will greatly depend on what kind of brakes you have and which parts you are trying to replace. Do you have disc or drum brakes? If you have disc brakes, do you want to replace the calipers, pads, or rotors? If you have drum brakes, do you want to replace the drum, or the shoes?
Brakes are adjusted too tight. Brakes are misassembled. Brake hose is restricted, holdings the brake on.
