To replace the relay on the Engine Control Module (ECM), first, disconnect the vehicle's battery to ensure safety. it should be on the passenger side kicker panel right above the computer. I just pulled my relay out to replace and everyone says that is for the ecm. electronic control module aka computer, or powertrain control module.
The ecm module is located behind the passenger side kick panel. I don't know of an ecm relay.
The Turn Signal 'blicker' relay is located on the same bracket that holds the ECM and other relays, like the Main relay, Fuel relay, and Horn relay. The fuses are also attached to this same main bracket. The 'blicker relay' is the three-pronged relay in the center and it is not easy to see nor replace from under the dash. Easier way to replace the blicker relay is to remove the left dash radio speaker cover and then remove the speaker. Then remove the two bolts (that also can be unscrewed with a Phillips ( "+" pattern) screwdriver) that hold the entire bracket that the ECM and all the relays are attached to. INSURE THE BATTERY IS DISCONNECTED to prevent blowing the expensive ECM ! Then slide the entire assembly forward towards the firewall and disconnect the connectors (do not force connectors off because some, like the ECM connectors, have plastic clips that have to be depressed while wiggling the connector free). Unscrew the fuse box to be able to remove the entire bracket assembly and you can then easily replace any relay or even the ECM.

Relay #428 under the hood is the ECM Power Control Relay.
not sure of your question, but, the relay is mounted under or behind the engine computer or ecm.. you have to remove the ecm to find the relay. It is on the inside of the firewall in the middle behind the radio. Good luck
