Same as above except turning to ON did not work for me but turning to ACC did.
For me..... and I have a 2005 Highlander, I had to hold the odometer button down for several seconds, In my case I had to hold it down for 6 seconds.
For my 2007 Highlander you turn the ignition to ACC press the odometer button, turn it to off, then turn it back to ACC (not "ON") while still keeping the button depressed. The dealership had it wrong, as well.

Yes, there is an ABS light indicator in the 2004 Toyota Highlander model.
The computer is advising you that your oil change interval is drawing near. When the light changes to a steady glow you will have passed the factory set mileage recommended for an oil change.
The "Maint Req'd" light in a 2004 Toyota Highlander indicates that the vehicle is due for routine maintenance, typically an oil change or other scheduled service. This reminder is part of the vehicle's maintenance system, which helps ensure timely upkeep. To reset the light after completing the maintenance, the user must follow a specific procedure involving the ignition and odometer settings. If the light remains on after maintenance, it may require further inspection or troubleshooting.

What year ?
It probably means that 7,500 miles have passed since your last oil change. If that is not the case, take it to a shop that can plug into your OBD system and read the trouble codes.
The time for your next oil change is coming very near.
