To remove the rear bumper from a 2003 Impala, start by opening the trunk and removing any screws or clips securing the bumper to the trunk lid. Next, locate and remove the bolts or screws along the bottom of the bumper and any fasteners on the wheel wells. Once all fasteners are removed, gently pull the bumper away from the body of the car, being cautious of any wiring or sensors connected to it. Then, remove any screws or bolts securing the bumper, which are typically located under the rear lights and along the underside of the bumper. Carefully detach the clips or fasteners holding the bumper in place, and gently pull the bumper away from the vehicle. Finally, disconnect any electrical connectors for rear lights if applicable before fully removing the bumper.

You have to take out the bumper. Just take out the screws that are in the fender, take out the plastic cover that it is under the car that is attached to the bumper, take out the clips of the plastic grille with the Honda logo and pull the bumper. Don't apply to much force. When the bumper is out you will see the other bolts to remove the headlight.

This is how to take the entire rear bumper assembly off, not just the visible steel bumper. Looking under the jeep from the rear, you'll see two "arms" or brackets that go from the inside of the bumper to the frame. There are readily accessible bolts that hold those brackets onto the frame. Undo them, and its off. Be sure to have help holding it up or brace it so that it will not fall on you when you disconnect it. They weigh about thirty pounds or so.
Take the old one off, and install the new one. Dick.
