Check the vehicle speed through the scan tool. If there is none, check the Vehicle Speed Sensor(VSS) on the transfer case. There are 3 wires: the White/Black should have 8-9 volts, the Black/Light Blue should be a good ground and the White/Orange is the signal wire. It will have a 5 volt on and off signal as the drive shaft is turned. If it reads on the scan tool, check the White/Orange wire from the Powertrain Control Module (PCM) to the Instrument Cluster (IC). Unplug the 2-wire Vehicle Speed Sensor (VSS) on the transfer case. The Orange/White wire should toggle 0-5 volts as the rear shaft is turned. Unplugged, the Orange/White wire should have 5 volts from the Powertrain Control Module (PCM). Jumper the two wires together and the 5 volt should pull down to near 0 volts if the ground is OK.
