Rotor current is is highest when an induction motor is starting, due to the high slip angle. The Squirrel cage rotor winding heats up and expands. The rotor must be cooled before it can withstand another start. The stator winding heats up also, but typically the rotor is the week link. The rotor cools faster when it is running. Plugging a motor (short run followed by another short run) is the worst. Check with the manufacturer for the proper wait time.

The rotor will have to be removed from the car. It can be resurfaced by mounting it on a special machine that slowly removes metal from the rotor until the rotor is smooth.
