When I replaced my steering rck it took less than 2 litres to fill the system. I would estimate the resevoir only holds about 400-500 ml.

On my 1998 E320 the power steering fluid is supplied by the load leveling hydraulic fluid resivoir.
In the power steering resivoir. If you cannot see it from the top of the engine rear on the passenger side take off the right front wheel and you can see it.
The filler tube is marked, on the diesel at least. It is under the bonnet.

What kind of car? It could be the horn shorting out? or another electrical issue with blinkers, etc. Can also be the power steering resivoir is low of fluid.
