The frost plugs are not frost plugs. They are actually openings to allow the release of the casting sand from the casting process
I have seen engines survive a freeze up like this but have seen many more that did not.

It is propabely no good now but u can try this 1- Remove the Spark Plug. 2- Pour Oil Into the Plug Hole. 3- Turn the Engine Back and Forth Using the Blade and see if it Loosens Up. If it Does, then Turn the Engine a Few Times with the Starter while the Plug is Still Out and then Replace the Plug and Try to Start it.
