Yes the relay will still click you could have blown a fuse that is for the pump, the relay on some models of engine is to only heat the fuel quickly for faster starting
On almost every kind of relay, a click indicates it's working properly. A click usually means it's being actuated/triggered. This does not, however, mean that the fuel pump is getting power - check that right at the fuel pump.
Check the fuel pump relay. It's on the passenger side fender between the battery and strutt tower. Have someone turn the ignition to the run position (don't start the engine) while you listen, the fuel pump relay will click when it turns on. Run the vehicle until the pump stops working and check for the click again. If it doesn't click replace the relay.
No, it shouldn't have anything to do with the starter. A bad fuel relay will stop the fuel pump from working.

I doubt that it would be the fuel pump relay. If it's a throttle body injection vehicle, the injector could be stuck. But you wouldn't get ANY fuel into the engine if the fuel pump isn't working. Relay can be tested by turning key on but not starting. if you hear fuel pump 'HUMM', you know pump and relay are working. If no firing at keystart and experiencing flooding, not a fuel pump issue. There is a spark issue of some kind.
If the fuel pump relay switch is bad then the fuel pump will not be turned on. Think of the relay like a light switch. If the switch has a bad connection then the light doesnt work.
