If the fuel pump relay switch is bad then the fuel pump will not be turned on. Think of the relay like a light switch. If the switch has a bad connection then the light doesnt work.

It is a mechanical part. Sometimes they quit simply because they are worn out. Another reason they sometimes stop is letting your car run to low on fuel. Blown fuel pump fuse or defective fuel pump relay.
