On some cars there is a door that opens and lets cold air through the heater core thence giving warm to the interior of the car. Something in the operation of this door is apparently off. It could be as simple as an adjustment on the temp. control switch, but some doors are operated by air or electricity.
Have you flushed the heater core?
flush the system and change thermostat,this should fix problem. I flushed mine and i changed coolant and thermostat,it is now fine.

Hi there, if you have flushed any engine and have changed thermostate there are only two options that are left; (providing that there are no leaks) 1. the thermostat is faulty / 2. your water pump is broken and needs to be replaced

Sounds like thermostat is not opening and needs replacing
It could be one of many things.......radiator fans notworking/low on coolant/stuck thermostat/ radiator may need to be flushed......
it could be the thermostat needs to be changed or the heater core needs to be flushed out.these would be the cheaper things to try first.
How did you change the thermostat?
Test gauge function with a mechanical gauge to get actual engine temp.
Either the water pump impeller is loose on it's shaft, or you have a leaking head gasket.
I have a promblem with that too, my car would overheat very fast, it was a faulty NEW thermostat. It still runs hot, I think I need a new water pump
