Carb cleaner doesn't really clean anything when you spray it down the throat of the carburater. The parts that need cleaning are the jets and internal lines. The only way to truly clean those parts is to remove the carbuater, disassemble it and clean the parts. Some carb cleaners can make a little difference if you run them through the tank, but spraying down the throat only gets a little surface carbon off, if that.

weak fuel pump or ground.. if fuel injected if carberated prolly the vaccum line going to back of petcock.... petcock maybe clogged and or bowl valve sticking check clean vaccum system /hoses and carbs you have a fuel problem

take off the carbs and clean them out with come carb cleaner. Might be the choke cable sticking, or float bowls level is too high
I would guess that your floats are sticking or your carbs are dirty: I would try putting some good carb cleaner threw the gas (mix in the gas tank and run it threw) if that does not work you may have to take the carbs apart and clean them.
