Yeah it's fine. The only think catalytic converters (or cats) do is just quite your exaust and filters is so it will be a bit cleaner. I know a lot of people that cut them off so their trucks will be louder and it doesn't effect your engine or hurt anything
I would advise against it. Bad usually means clogged or getting there. Eventually the restriction will be so great if it's still on the car to shut it down completely, maybe even on the freeway. Remove it or get a new one before you drive.
