Yes, and the pump itself can do the very same thing. First thing to do is replace the fuel filter. If the problem persists then replace the fuel pump relay. If the problem is still there the pump is more than likely defective.

No, there are two separate and different parts. The fuel pump is what pumps the fuel from the fuel tank to the engine. The fuel filter is what filters that fuel to collect any particles that might be suspended. The fuel filter may be inside the fuel tank or may be mounted inline to the engine.
