on an a manual transmission, just grip the shift lever.
When pressed, it allows the shifter to be moved from park to any other gear without turning the key and depressing the brake. This allows your car to be put in neutral without having the keys in the ignition.
The shift cable has failed.
The shift lock release is usually a button on the side of a shifter. The shift lock release button needs to be pushed in before the car can be moved from Park to another gear.

Not enough information. Will the car shift gears with the engine off? Is the gear shifter stuck in one particular gear?
If the manual transmission seems to shift into all gears but 2nd and it doesn't sound like the gears are stripped then it is likely the shifter itself. I had an '86 that had the shifter bolt was broken. It is the bolt that keeps the ball on the end of the shifter aligned, with it broken the shift pattern was anyone's guess as to what gear it was going into. I repaired shifter by installing a new shifter bolt and repairing the housing by removing the broken bolt piece. It restored the shift pattern and smooth transmission operation.
