There could be a couple of reasons why water is coming from a tailpipe. There could be a blown head gasket on the car or a cracked head. A small amount of moisture is a normal byproduct of the burning of gasoline in the engine.
they have elected a pope? in cold weather it is normal to see white smoke coming out of your tailpipe. the one you have to worry about is the black or the blue smoke
running too rich check the air filter could also be defective injectors
you could have a hole in one of your pipes or hoses that the water went throw.
Typically, it would be due to condensation formed when the hot exhaust gases come into contact with the much cooler outside air. Worst case scenario, it could be the result of a blown head gasket (although water coming out of the tailpipe wouldn't be the only effect from that).
It sounds like the engine timing. The sound is coming from your engine valves. They're not in synch with the rest of your engine. It could also be that the valves are worn out. I'd check the timing first, then the seating on the valves.

Could be that your valves are out of adjustment or if you have the nonadjustable valves then it could be a build up of carbon on the valves.
where to start? could be dirty fuel filter, carburetor, or injectors. plugged exhaust...feel how much exhaust pressure is coming out of the tailpipe. could be burnt valves... do a compression test and see if you have any cylinders weaker than the rest 130-180 PSI is best, but the key is to see if they're all within 10% of each other. has the car sat for a while? or acting up all of a sudden?
Could be that your head gasket is beginning to go. Does it smell strongest when you first start the car, then go away? Look for excess steam coming out the tailpipe when you first start it.
One or all of these conditions could exist, white smoke from tailpipe and/or water drops coming from tailpipe, oily film on top of water at filler in radiator, milky look to oil on dipstick. The car may also run poorly depending on the severity of the leak.
Water coming out the tailpipe means there is water in the exhaust. This is not uncommon when the engine is cold and the exhaust is condensing. That situation should stop when the engine warms up. If the exhaust continues to have water in it after the engine is warmed up it could possibly indicate a leaky head gasket or cracked cylinder head.
