The fuel filter location is inside the fuel tank along with the fuel pump in order to get to it you have to remove the back seats there's a video on YouTube on how to do it just type in "Replacing fuel pump / filter on Toyota celica Gt'' but the fuel filter can only be bought via internet because no auto part store carries it.
