There are really only three possible causes:

  1. Whatever controls and triggers it is low on voltage. A poor ground will cause this as well and look like low voltage feed.
  2. The triggering device (engine computer is faulty or has a input fault causing it to chatter.
  3. The relay is faulty. These are generally cheap and easy to change, with the added benefit on most cars of being the same as the horn relay and you can test swap.
