This is called "chatter" and it indicates that your wipers are either worn out (99% of the time) or that your wiper arm is twisted slightly (very rare - 1% of the time). This is caused by the rubber stiffening-up over time. When the rubber stiffens, it "fights" the glass which makes it viberate or jump or skip across the glass rather than flexing properly and simply sliding across the glass.

The second indicator is the rubber tearing apart which normally happens during use in rain, snow and ice.
