It is the fuse cluster on the left side of the drivers side below the steering wheel. It is a 20 amp fuse, but if the fuse is good there is also a solder point that acts as a fusable link on the bottom of the cig lighter. If the fuse is good and they still dont work, then you will have to pull them out and pinch the little copper piece with a needle nose and use a lighter to heat it up and it will be as good as new.
