That lets you know the fuel comes out that end and in the other end so you don't install it backwards.
If you mean an inline fuel filter, no. The only fuel filter is integrated into the fuel pump module inside the fuel tank.
Not knowing what year the vehicle is and assuming you mean the "EVAP charcoal canister", if the vehicle has a carburetor, I would suspect the carb is flooding.
Pre-filter for what? You posted this question in the Fuel Filter category. So I must assume you mean the pre-filter on the fuel pump. That is changed when the fuel pump is replaced.

That's the side that takes fuel to the engine. "In" comes from the fuel tank.
Fuel filter for 1995 Ram is mounted on top of the fuel pump assembly, which is inside the fuel tank. Most of the parts stores I've called about fuel filter say that fuel filter is "not serviceable". By this, I assume they mean you must replace the entire fuel pump assembly, rather than just replacing the fuel filter by itself. My Haynes manual illustrates removing the fuel filter component for replacement, but getting a replacement filter appears to be problematic, based on what the parts stores said.
