it should be mounted at a height not exceeding 2.25 meters measured from the floor to the top of the surface of the board or 1.4 meters to the bottom of the board from the floor
In my experience, I removed the bottom panel and on the exposed circuit board there is a fuse, near where the line cord enters the board on a white connector, and it is covered by a blue neoprene shock protector. The fuse, in a standard fuse clip, is removable. All this must be done with power disconnected, of course.

Fuse locations for Volvo's are different on different models. Your fuse could be located anywhere from the engine compartment all the way back to the luggage compartment. The must common place however is the fuse box inside the dash board.
Disconnect the battery. Remove the fuse board cover. Remove 3 bolts (10mm) retaining the fuse board. Lift the fuse board - underneath, either side of the 120 Amp fuse, remove the bolt (13mm) which is passed through the 120 Amp fuse legs.

the fuse for indicators on (my Vauxhall astra 1.4 mk 3 ls is no 28 on the fuse board ,drivers side behind rectangular panel ,it is the last fuse 15a at the bottom right on fuse board.
if you meant where it is on the dash board side, driver side where the door meet the dash. must have door open to get to it.
below the oil tank there is a fuse board ( I'm talking about the yugoslavian version because until 1994 by law all electrics must be below the seat level)
i dont think that our height grows after the bones are fused but there must be some way to grow taller even now
