It is the hose that carries your oil to the radiator or away from it, to be cooled. Oil gets very hot, and must cool to maintain efficiency. These are the thinner metal hoses running to your radiator into the sides. If your looking at the car from the front, the oil hoses are on the right. The ones on the left are Transmission Fluid coolant hoses.
The 1996 Deville drain plug is in the bottom of the radiator close to the bottom hose. It is in a very hard place to reach.

Drain the radiator by removing the lower hose. Then remove the fan shroud then the oil cooler lines and upper hose/ Then the bolts that hold it in and pull it out. Dispose of the used coolant properly.
either the hose is split or the resivoir is cracked either the hose is split or the resivoir is cracked
Disconnect the lower hose
It is on the drivers side of the motor coming out of the valve cover. There is a rubber hose about 5/8' in size attached to it.
If you cannot find the drain plug you can also pull the lower radiator hose. MAKE SURE THE ENGINE IS COLD!!!
Usually at engine end of upper radiator hose in housing
