most likely it is the vent that controls the air flow between hot and cold. this vent has a little open/close flap that either lets cool air in when you turn on the air conditioner or lets hot air in when you turn on the heat. sometimes the motor that controls it starts to go bad and the thing will click (either constantly) or irregularly. eventually it will stick shut either on the hot side or the cool side. I've had two Ford Explorers and they both had this happen, my old one, a 97, stuck on heat I couldn't ever get the air to work again and when I did turn on the heat, since it can't regulate itself anymore it became an inferno. The one I have now, an 02, is still in the clicking stage. To fix it they have to take the dashboard out and it can be pretty pricy.

Sounds like the BCM module near your feet on passenger side has gotten wet. possibly from leaking sunroof or clogged ac drip line

check the dash board ground connection...it may be loose

it is not the hazard system, but comes from the speedo cable which is routed behind the dashboard thus making it sound like the flasher unit.
Bad tire? Bad Wheel bearing? Broken return spring in brake drum if so equipped?
