Those should be for changing it's length for alignment purposes.
It is on the right side just in front of the bell housing. It is held on with two bolts. Remove the cables to it at the right front fender well, and take out the two bolts.

The right front fender on the 2003 Honda Civic is held on by several mounting bolts and screws. Raise the hood and loosen the bolts. Raise the vehicle and remove the wheel to reach the bolts in the wheel weld. Remove the bolts inside the door hinge and the screws on the bumper. Remove the fender.
The bumper is connected to the main body of vehicle with 4 bolts and square nuts (2 on each side left and right). These bolts are right in front of the front wheels. Unscrew these bolts and then remove the indicator wiring then the bumper will come with the side trims and the plastice fendor under it. Then it is pretty obvious to do the rest.
There are five valve cover bolts (since this is an SOHC engine it's also called a cam cover); two longer bolts in the rear and three shorter bolts in the front. You will need to remove the spark plug wires and the wire harness located on the left, front of the cover, as well as a hose on the rear left corner to remove the cover. The bolts have a 10mm head. The bolts are tightened starting with the front, middle bolt, then back right, back left, front right, and front left. They are tightened to 86 in-lbs and it is very common to over-torque them and snap them off.
On most vehicles they are mirror images of each other.
Just in front of the rear right wheel underside but there is a cover that has 10mm bolts that you have to remove.
First disconnect the connectors under the seat. Remove the 3 bolts (Front Left, Front Right, Rear Right). Remove the nut from the Left Rear. Lift seat up and out.

under the front part of the skid plate. Wrong^^, The oil FILTER is on the right side of the motor to the right of your clutch cover with 3 bolts, 2, 8mm bolts and a hex head bolt.
