Your 2001 Saturn SL1 will not pass emissions testing because it has a cylinder one misfire you tried changing the plugs and wires but to no avail Please help?

Change the coil. Period. Very easy to remove from the vehicle if it's a 4 cyl. Follow that spark plug wire from the spark plug to the other end. What it's attached to you should replace.

How do you release the spark plug wires from the distibutor block on a 2001 Saturn SL1?

I just changed the wires on a 2000 SL1. If yours is the same - you will see 2 plastic brackets, each holding a pair of wires. Mine had a screw that had to be removed from each of these brackets. It would appear these brackets are designed to hold the connections securely to the distributor block. Once you remove the screw fully you will be able to disconnect them. hope this helps.
