It is driven by a belt. Follow the belt and you will find the p/s pump if it has one. It may have manual steering. The reservoir is part of the power steering pump.

It is basically dextron 3 transmission fluid, and the reservoir can be found on the drivers side front of the engine, black cap on a black reservoir with a belt driven pulley.
I assume the power steering pump for the 4.0 liter V6 engine is the same as my 1995 Ford Explorer : On the drivers side of the engine , near the front , it's one of the belt driven accessories ( it has a removable cap that allows you to add power steering fluid if needed , to the power steering fluid reservoir which is kind of a pale yellow colored " plastic " reservoir )
The Power Steering Pump is electrically driven and it's mounted down below next to the steer rack. The fluid reservoir is up on the firewall at about engine height with two hoses that drop down to the power steering pump.
This 2006 Jetta press release says that the Jetta has "electro-mechanical steering." That means there is no power steering fluid as is needed for a hydraulic power steering system. Electro-mechanical offers fuel savings, as there is no hydraulic pump that is driven all the time.
