Usually fuses, bulbs, switches, wiring...in that order. When it comes to bulbs, check the not working ones first but if they are ok, you may want to check the other bulbs on the same circuit too. Sometimes a license plate light or trailer hitch harness can cause problems in other areas on the same circuit.
