Not really enough information given - however - if they are badly out of adjustment you might be referring to the sound of the valves tapping - OR - you are hearing the noise of pre-ignition - perhaps the timing of the engine is off badly.

All turbos will give a blow off valve noise but the higher the pressure in the boost pipes (eg) higher boost, the louder the blow off noise and if you have a recirculation valve remove that with a remap and the noise will be even louder.
If the sound is like a loud screeching. That comes on and off. Then one of your belts is rubbing and might be damaged. So i suggest that you inspect them.

i would take a good guess that when the starter is engaged through the sylenoid that it is sticking and when you go to shut it off it stays engaged
