The Lenko brand trim cylinders themselves, are electric, rather than the hydraulic, which have been around for years. In most cases that I have seen this, water entering one, or both, actuators is the culprit. It is also possible that a section of lead wire has been bared, causing a shorting situation. The actuators are shipped with bullet connectors on the lead ends, so that disconnecting for troubleshooting is simplified. If you activate the trim switch, with the actuators disconnected, and still blow fuses, then you can deduce that the problem is forward of the actuators, in the lead wire, or switch itself.
trim tabs are used to alleviate the pressure on the controls so you dont have to constantly steer in that direction. the trim will basically have itself tuned to steer in that direction without having you physically doing it yourself (or at least assist you)

From a picture I was looking at , it looks like it is in the right front passenger footwell , behind the kick panel ( trim panel ) and that the trim panel can just swing towards you and be removed to get to the fuse box

The fuse that controls the ignition and trim is located under the engine cowling on a loom that goes to the OIS near the sparkplugs it is red wire with an inline fuse within a red rubber fuse holder cap, but this is probably not the cause of the trim not working - you will probably have to change one or both of the relays located under the engine cowling cover near the top of the air filter.
