In most cases that I have seen this, water entering one, or both, actuators is the culprit. It is also possible that a section of lead wire has been bared, causing a shorting situation. The actuators are shipped with bullet connectors on the lead ends, so that disconnecting for troubleshooting is simplified. If you activate the trim switch, with the actuators disconnected, and still blow fuses, then you can deduce that the problem is forward of the actuators, in the lead wire, or switch itself.
