The tachometer is an electrical device that senses the ignition system. It indicates engine RPM (revolutions per minute). Engine rpm and crankshaft rpm are two ways of expressing the same thing. True, the crankshaft does rotate twice for each complete set of cylinder firings but the tachometer counts each rotation.
crankshaft sensoryes because if the ecm isn't getting a signal from the sensor it doesn't know at what orientation the crankshaft is and won't let the ignition system start the engine. that's how i understand it to work
the starter motor on just about any engine is very close to the crankshaft. the easiest way to find it is to follow the wires of the ignition system (usually yellow, sometimes black, it depends) the ignition system is directly connected to the starter.

Engine block, crankshaft, cylinder head, pistons, connecting rods, camshaft(s)and, fly wheel/flex plate. There is also the ignition system, fuel system and exhaust system but I assume you mean every thing in the block.
It sounds like you need to replace the crankshaft position sensor! If it is bad you will not get any spark.
