You need to remove the steering wheel. The switch is located below the steering wheel.

It's your upper steering shaft. Either take it off and grease or replace it.
if you have the steering wheel controls, that arrow on the lower right side will reset it.
if it happens when braking, check the stabilizer bolts. both mine were broken
