A shot circuit in your wiring loom. You need to get this fixed, if you do not you could end up with an electrical fire in your car.
Possible ground issue at the taillights.
They come on when you turn on the windshield washer, but only when the headlights are turned on.
Switch on the headlights. Hit the windshield washer stalk, wipers and wash will come on, as will the headlight wash.

They come on automatically whenever you apply windshield wash mode with the wiper switch. When doing so it also sprays wash fluid on the headlights. Just be sure if you live up north, clean the snow and ice off your headlights and wiper assembly so as not to freeze them to the headlights.
TRY CHECKING TO SEE IF YOU HAVE A HIGH BEAM HEADLIGHT OUT. tHIS WILL CAUSE THE PROBLEM YOU HAVE.
The RS package is what got you the hideaway headlights. So, just an SS would not have them. But an SS/RS would have them.
The headlight washers are supposed to spray when the windshield ones do. The headlight wipers should also come on. If there is no spray, it is likely because the little tee valve behind the grill is shot. Replacements are available from the dealer amazingly inexpensively. If the wipers don't work, you have a more expensive problem.
